History

The New York State Department of Transportation is designing a roundabout to enhance safety and reduce congestion at the intersection of NY State Route 29 (Washington Street), Rowland Street (Saratoga County Route 47) and Petrified Sea Gardens Road in the Town of Milton, Saratoga County.

The intersection is just west of the City of Saratoga Springs, and provides important access to and from the Spa City for residents and visitors.

Roundabouts are engineered to maximize safety and minimize congestion. Compared to traditional intersections, traffic flows more freely through roundabouts, cutting congestion and commute times. Crashes at roundabouts tend to be less severe because they typically occur at slower speeds. Roundabouts eliminate the need for electric-powered traffic signals, and contribute to aesthetically pleasing landscapes.

The project is located at the intersection of NY State Route 29 and Rowland Street in the Town of Milton and the City of Saratoga Springs in Saratoga County. Petrified Sea Gardens Road extends to the north.

Community Outreach

An in-person open house and public hearing was held Monday, Dec. 18, 2023 at the Town of Milton Community Center, located at 310 Northline Road in Ballston Spa. For those unable to attend in person, a virtual/online public hearing was held on Tuesday, Dec. 19. Department engineers were available at both events to answer questions about the project.

The project will be funded through the Highway Safety Improvement Program (HSIP)

Construction is anticipated to begin in 2024 and be completed in 2025.

Construction Information

Construction is anticipated to begin in summer of 2024 and be completed by spring/summer of 2025. Construction activities are weather dependent and subject to change based on conditions.

Traffic Control Plan

To minimize construction impacts, one lane of traffic in each direction will be maintained on State Route 29. A long-term closure and detour is anticipated on Petrified Sea Gardens Road. A weekend closure and short-term detour is anticipated on Rowland Street at the intersection.

Businesses near the intersection will remain accessible throughout the duration of construction.
